This error indicates the PC is having trouble connecting to the Active Directory server. For the technically inclined, it could be a sign that the DHCP server is having trouble obtaining a lease on IP address, or a temporary switch issue. This issue is generally temporary unless there is a network or configuration problem (in that case, your computing consultant is probably going to want to take a look at your configuration and/or the network. You could also try checking for a loose network cable.
