Here is how:

  1. In the Skype application, hover over the gear icon (upper right) and click on the Show Menu pulldown.
  2. Click Tools>Options then select Personal from the left-hand column.
  3. Untick the box beside Automatically start the App on Windows login.
  4. Save changes.

If Skype continues to start with Windows, then it is not because of some other Skype setting (there are many other ways to cause apps to start with Windows, but Skype only uses one method, and it is a registry setting)

Some third-party programs that augment Skype functionality check whether Skype is running, and will start Skype if it is not already running.
